Regulation for the Cosmetics and Household Chemical Traceability in Russia: A Guideline
After years of successfully implementing traceability for pharmaceuticals, medical devices, pet food, perfumes, alcoholic beverages, dietary supplements, and tobacco, Russia has extended its traceability system to cover all cosmetics and household chemicals.
Launched as a pilot project in early 2024 with select local producers, the Russian Track and Trace Authority will mandate full traceability for both local and global cosmetics and chemical manufacturers starting in 2025. All producers will be required to adapt to the system to ensure compliance.

In December 2017, the Russian government approved a resolution to establish a unified national track-and-trace digital system by 2024. The Center for Research in Perspective Technologies (CRPT) is developing this system.
The track-and-trace system, known as Chestny ZNAK, enables effective measures to combat counterfeit and contraband goods while safeguarding legitimate businesses, authentic brands, and consumers.

The Deadlines for the Traceability Implementation of Cosmetics:
The pilot project initiated by ChestyZnak in January 2024 will be completed in February 2025 with the participation of local producers. After the pilot project is finalized, ChestyZnak expects other stakeholders outside the pilot to complete their compliance process shortly thereafter. The duration of the pilot project also serves as a hardware and software integration period granted to all producers. This will allow the remaining producers to integrate with the system after the pilot project is completed.
First Steps to Begin the Traceability Process:
Producers and importers are required to register with the Chestny ZNAK system. Each product must have a unique identification mark, a Data Matrix code, applied to it. The details of goods entering circulation are then recorded in the system.
These are the first steps to begin the traceability of cosmetics and household detergents:
- Register an encrypted digital signature for the company CEO or individual entrepreneur. The signature can be obtained from one of the certification centers accredited by the Ministry of Communication and Mass Media of Russia. The INN (Taxpayer Personal Identification Number) and name of the entrepreneur is required for individuals. For companies, in addition to the INN, the name and address of the company, and the name of the CEO must be provided.
- Install a program to work with the digital signature.
- Register in the Chesny Znack track and trace system.
- Sign a group of contracts for your product group in your personal account
- Register your products and add a description in the national catalog.

How Does the Traceability System Work in Real Life?
- A manufacturer or importer applies a unique digital code to their products.
- All of the product’s movements down the supply chain from the manufacturer to the consumer are recorded whenever the code is scanned.
- Products reach the store shelf only after they are scanned by the retailer.
- The code is scanned at the cash register when the product is sold. A notification is sent to the system to withdraw the product from circulation.
- Consumers can verify the product’s authenticity by scanning the code with a mobile application for digital marking.
What does the Data Matrix contain?
- Goods code (GTIN) (14 numerical digits)
- An individual serial number of the goods item generated by the system operator or economic agent (13 digits)
- A verification key provided by the system operator (4 digits)
- A verification code provided by the system operator (44 digits)
